AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the PVV.

The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
